The Role
As a Quantity Surveyor within the Retrofit Delivery team, you will play a vital role in managing project costs, mitigating financial risks, and ensuring value for money while maintaining compliance with legal, regulatory, and quality standards. Working closely with internal team and external contractors, you will oversee financial performance to ensure projects are delivered in line with agreed terms, maximising SNG's commercial benefits.
Within broad direction set by the Head of Retrofit Delivery, you will have the autonomy to decide how the team operates, resources are deployed, and work gets done. As a Quantity Surveyor, you will be integral to the delivery of the retrofit programme, ensuring commercial management and the successful execution of contracts in line with the agreed terms and conditions.
Key Accountabilities include:
Overseeing all commercial aspects of Homes and Place contracts, including procurement, contract negotiation, review of contracts and purchase orders, ensuring compliance with contractual terms, industry standards, and regulations.
Managing project finances, including cost control, budgeting, forecasting, and reporting. Collaborate with project teams to ensure accurate project estimates, assess commercial risks, and issue contractual notices to protect SNG's positions. Ensure the recording of variations and obtaining necessary approvals from the project delivery team.
Collaborating with external consultants and internal Contracts Managers to review technical design proposals, ensuring that proposal pricing aligns with the contractual price framework.
Conducting site measures, provide monthly valuations of completed works, and issue relevant contract notices in line with contractual requirements, including HGCRA and LDEDCA regulations. Ensure accurate cash flows and highlight any potential risks of budget overspends for each project.
Develop and implement financial management tools, such as CVRs (Cost Value Reconciliations), KPIs, and reporting formats to minimize financial risks. Communicate with the financial and procurement teams and build strong relationships with contractors to assess their operational efficiency.
Managing data related to PAS2035 and the SHDF Grant Funding Agreement, ensuring compliance with these requirements.
Regularly reviewing costs and value in conjunction with the site team, ensuring timely and accurate forecasts, and update project financials for internal reporting.
What we're looking for:
- Experience managing multi-disciplinary contracts in a complex housing association environment, with a focus on specialised contractors.
- Strong knowledge of building regulations, PAS2030/2035/63100, NICIEC, MCS, British Standards, and other relevant industry codes.
- Proven ability to analyse business information and develop metrics that deliver sustained progress.
- Experience in managing programme development and performance within a social housing context.
- Understanding of health, safety, and environmental legislation relating to retrofit projects.
- Excellent communication and interpersonal skills to collaborate with diverse stakeholders, including project teams and external partners.
- A thorough understanding of the built environment, M&E processes, and public procurement tendering regulations.
- Full UK driving license is required.
